    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The recent work that Frank Henry has begun springs
    1-3  from an unlikely source; in 1985, Frank's wife, Helen Jean Barnard,
    1-4  died in a terrible tragedy; she was killed in the robbery of a
    1-5  savings and loan, leaving Frank a widower with a five-year-old
    1-6  daughter to care for; and
    1-7        WHEREAS, Frank has been able to turn his life around and
    1-8  recover from his feeling of victimization by reaching out to those
    1-9  whom he had feared; and
   1-10        WHEREAS, In 1993 Frank, as a human resource specialist for
   1-11  Fluor Daniel, a Deer Park construction firm, was asked by his
   1-12  supervisor to attend a mock job fair for a program called Project
   1-13  Re-Enterprise; and
   1-14        WHEREAS, Project Re-Enterprise, a crime prevention program
   1-15  aimed at reducing recidivism among chemically dependent felons,
   1-16  was organized by the Crime Prevention Institute of Austin, Texas;
   1-17  the program realizes that the way to end recidivism is to provide
   1-18  treatment and job opportunities; and
   1-19        WHEREAS, Project Re-Enterprise recruits Texas employers
   1-20  from the private and public sector to help prepare recovering
   1-21  offenders to look for jobs; the employers volunteer human resource
   1-22  professionals to interview clients for mock jobs, give advice on
   1-23  writing resumes and filling out job applications, and devise
    2-1  job-seeking strategies; and
    2-2        WHEREAS, The program has been remarkably successful, and 175
    2-3  Texas employers have assisted over 800 residents in nine mock job
    2-4  fairs; together, these volunteers have donated almost 2,500 hours
    2-5  of training to the State of Texas; and
    2-6        WHEREAS, Since that day in 1993, Frank Henry has attended
    2-7  four mock job fairs and conducted mock interviews with and
    2-8  counseled over 50 residents; he has hired 12 of them after their
    2-9  release and has made the commitment to continue his work with
   2-10  recovering offenders and to hire qualified employees from Project
   2-11  Re-Enterprise; and
   2-12        WHEREAS, Mr. Henry's generosity and compassion toward those
   2-13  less fortunate is truly inspirational; from the depths of his own
   2-14  personal sorrow and deep despair, he found the courage to help
   2-15  those in need; and
   2-16        WHEREAS, The next Project Re-Enterprise is April 20, 1995, at
   2-17  the Jester Unit I in Richmond, Texas; the Crime Prevention Institute
   2-18  is dedicating the job fair to Frank Henry in memory of his wife,
   2-19  Helen Jean Barnard; now, therefore, be it
   2-20        RESOLVED, That the Senate of the State of Texas,
   2-21  74th Legislature, hereby commend the dedication of Frank Henry and
   2-22  applaud his participation in Project Re-Enterprise; and, be it
   2-23  further
   2-24        RESOLVED, That a copy of this Resolution be prepared for him
   2-25  as an expression of the highest regard of the Texas Senate.
