    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas is proud to
    1-3  recognize Higinio Ortiz who was recently selected as the Army
    1-4  and Air Force Exchange Service "Driver of the Year" for 1994;
    1-5  and
    1-6        WHEREAS, Each year the Army and Air Force Exchange Service
    1-7  chooses one of its motor vehicle operators from among hundreds of
    1-8  nominees at its facilities throughout the world for this notable
    1-9  honor; and
   1-10        WHEREAS, The primary factors considered for the safe driving
   1-11  award are:  no preventable accidents for the past three years; no
   1-12  moving traffic violations, license suspensions, or revocations for
   1-13  the past three years; and no disciplinary actions on file for the
   1-14  past three years; and
   1-15        WHEREAS, Higinio Ortiz is a 38-year veteran of the Army and
   1-16  Air Force Exchange Service, and his extraordinary record of service
   1-17  to his country truly merits legislative recognition; and
   1-18        WHEREAS, He began his career with the exchange service in
   1-19  1958 as a sales clerk at Fort Bliss Main Exchange and was promoted
   1-20  to motor vehicle operator in 1960; he remained at Fort Bliss until
   1-21  he was assigned to San Antonio in 1978; after being transferred to
   1-22  the Waco Distribution Center in May, 1989, he was assigned to the
   1-23  El Paso switchpoint where he continued to demonstrate his commitment
    2-1  to his duties and his dedication to excellence; and
    2-2        WHEREAS, In recognition of his exceptional record of safety
    2-3  and his superb performance, Mr. Ortiz was honored with the Million
    2-4  Miler award for accident-free driving in April, 1994, and the Army
    2-5  and Air Force Exchange Service Superior Accomplishment Award in
    2-6  September, 1994; and
    2-7        WHEREAS, Throughout his long and productive career,
    2-8  Mr. Ortiz has been supported by the love and companionship of his
    2-9  wife, Isabel, and their children, Inez, Jose, and Patricia; when
   2-10  his schedule permits, he enjoys relaxing with a game of softball
   2-11  or spending time camping; now, therefore, be it
   2-12        RESOLVED, That the Senate of the State of Texas,
   2-13  74th Legislature, hereby commend Higinio Ortiz for his exemplary
   2-14  contributions to the Army and Air Force Exchange Service and extend
   2-15  best wishes to him for continued success in all his endeavors; and,
   2-16  be it further
   2-17        RESOLVED, That a copy of this Resolution be prepared for
   2-18  Mr. Ortiz as an expression of the gratitude and high regard of
   2-19  the Texas Senate.
