    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas takes pride in
    1-3  recognizing Practical Parent Education of Plano for its recent
    1-4  selection as one of the Best of Texas Programs for 1995; and
    1-5        WHEREAS, Practical Parent Education of Plano features
    1-6  family resource centers and parenting programs that focus on family
    1-7  strengthening, parent involvement, and teen parenting; the center
    1-8  offers prevention and treatment programs on child abuse, family
    1-9  violence, substance abuse, and drop-out incidence; and
   1-10        WHEREAS, The mission of Practical Parent Education is to
   1-11  provide support, education, and resources to parents in the
   1-12  community who are seeking help in learning to raise emotionally
   1-13  healthy children; the program is designed to reach out to families
   1-14  before problems begin; and
   1-15        WHEREAS, An outstanding program, Practical Parent Education
   1-16  of Plano is a model for other communities, and over 200 communities
   1-17  in Texas and communities in 10 other states have adopted its program
   1-18  materials; and
   1-19        WHEREAS, The program's family resource library has over
   1-20  3,000 books and videos on parenting and child development and 500
   1-21  children's books and cassettes on life issues; support groups and
   1-22  referral services are offered and a parent helpline is available;
   1-23  services meet the needs of culturally diverse populations and extend
    2-1  into all areas of the community, including businesses, churches,
    2-2  schools, and neighborhood areas; and
    2-3        WHEREAS, Since its establishment in 1986, Practical Parent
    2-4  Education of Plano has served over 40,000 parents and has proved
    2-5  to be highly successful; two new components that have been added
    2-6  are For Kids' Sake and Changing Directions; and
    2-7        WHEREAS, For Kids' Sake was created to help divorcing
    2-8  parents nurture their children through the family break-up and to
    2-9  make parents aware of parental behaviors that are destructive to
   2-10  children; after one year as a pilot project, For Kids' Sake has
   2-11  now been made available to other Texas communities; and
   2-12        WHEREAS, Meeting weekly throughout the year, Changing
   2-13  Directions is a support program for parents whose adolescents
   2-14  are exhibiting at-risk behaviors; the program focuses on teaching
   2-15  parenting skills and on providing opportunities for parents to
   2-16  share their experiences; and
   2-17        WHEREAS, Having worked diligently to create a broad base
   2-18  of funding, Practical Parent Education of Plano is the result of
   2-19  a collaborative partnership of city funding, federal funding,
   2-20  fundraising activities, donations, parent tuition, and corporate
   2-21  and business sponsors; and
   2-22        WHEREAS, Practical Parent Education of Plano is a remarkable
   2-23  program that deserves praise for its insightful curriculum and for
   2-24  the much needed resources it provides parents who are experiencing
   2-25  trauma or who need assistance during difficult times; now,
    3-1  therefore, be it
    3-2        RESOLVED, That the Senate of the State of Texas,
    3-3  74th Legislature, hereby commend Practical Parent Education of
    3-4  Plano for providing excellent educational opportunities for parents
    3-5  of all ages and for sharing the components of its program with
    3-6  communities across the state; and, be it further
    3-7        RESOLVED, That a copy of this Resolution be prepared for the
    3-8  directors of the program as an expression of appreciation from the
    3-9  Texas Senate.
