    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas is pleased and proud
    1-3  to congratulate government and economics teacher Patricia Dobbs and
    1-4  David Crockett High School on being selected winners of the National
    1-5  Association of Secondary School Principals/John Herklotz award for
    1-6  "Outstanding Contributions to Teaching Democracy"; and
    1-7        WHEREAS, Crockett was one of eight schools, and the only Texas
    1-8  school, to receive the award; and
    1-9        WHEREAS, Ms. Dobbs, state director for the '94 National
   1-10  Student/Parent Mock Election, recruited about 40 students from her
   1-11  government, economics, and health care classes, as well as parents,
   1-12  corporate sponsors, and others to spread the news about the election
   1-13  and send ballots to Texas schools; and
   1-14        WHEREAS, During a mock vote that Crockett seniors helped
   1-15  organize, 700 Texas schools phoned or mailed in the votes of more
   1-16  than 85,000 students of all grade levels on state and national races
   1-17  and issues; and
   1-18        WHEREAS, Students chose candidates in the gubernatorial,
   1-19  United States senator, and United States representative races and
   1-20  voted on how to handle national issues such as health care; the
   1-21  biennial National Student/Parent Mock Election has been conducted
   1-22  nationwide since 1980; and
   1-23        WHEREAS, The students answered phones and tallied results
    2-1  on computers during an election night show that was shown on public
    2-2  television; and
    2-3        WHEREAS, To prepare for the election, the students also
    2-4  studied the issues and staged a candidate forum; and
    2-5        WHEREAS, The school won the award because the students worked
    2-6  to coordinate the state program; and
    2-7        WHEREAS, The teacher stated that her goal had been to
    2-8  motivate students to become familiar with the voting process, and
    2-9  then actually go vote; and
   2-10        WHEREAS, Crockett High School, Patricia Dobbs, and numerous
   2-11  other sponsors and volunteers also were selected to receive the
   2-12  Time Magazine/National Association of State Boards of Education
   2-13  award for "Outstanding Leadership in Voter Education"; now,
   2-14  therefore, be it
   2-15        RESOLVED, That the Senate of the State of Texas,
   2-16  74th Legislature, hereby commend Patricia Dobbs, David Crockett
   2-17  High School, and the volunteer students on being the recipients of
   2-18  these two most prestigious awards; and, be it further
   2-19        RESOLVED, That a copy of this Resolution be prepared for the
   2-20  school as an expression of the high regard of the Texas Senate.
