No. 897 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is pleased to 1-3 recognize Joseph "Joe" Pickle on the momentous occasion of his 1-4 retirement as secretary-treasurer of the Colorado River Municipal 1-5 Water District; and 1-6 WHEREAS, The Colorado River Municipal Water District was 1-7 created by the 51st Legislature on May 31, 1949; since that time, 1-8 with no local, state, or federal taxes levied for the funding of 1-9 any district project, the Colorado River Municipal Water District 1-10 has developed three reservoirs along the Colorado River in West 1-11 Texas to help ensure a long-term water supply for the region; and 1-12 WHEREAS, For more than 46 years, this outstanding gentleman 1-13 has chronicled the history of the water district; he has served 1-14 as the only secretary-treasurer of the Colorado River Municipal 1-15 Water District and has attended 316 out of a total of 324 meetings; 1-16 and 1-17 WHEREAS, He attended the first organizational meeting of 1-18 the district in 1946 as an employee of the Big Spring Herald; 1-19 Joe Pickle has been on the job ever since; he retired from the 1-20 newspaper as its editor in 1975 and continued to serve the district 1-21 by taking on the additional duties of media liaison as well as 1-22 serving as secretary-treasurer; and 1-23 WHEREAS, Concerned about the well-being of the residents 2-1 of West Texas, he has been active in the ongoing promotion of 2-2 Big Spring, West Texas, and the Colorado River Municipal Water 2-3 District; and 2-4 WHEREAS, A former president of the Big Spring Area Chamber of 2-5 Commerce, he has also been recognized by that organization as Man 2-6 of the Year; and 2-7 WHEREAS, A man who believes in giving back to his community, 2-8 he has been instrumental in many community projects; and 2-9 WHEREAS, A longtime supporter of Boy Scouts, he has been 2-10 presented the Silver Beaver Award, scouting's highest honor; he is 2-11 also a past Scoutmaster of Troop One, the first troop west of the 2-12 Mississippi; and 2-13 WHEREAS, A man of deep religious convictions, he has been 2-14 an active member of the First Baptist Church of Big Spring and 2-15 has served as president of the church board of trustees; and 2-16 WHEREAS, The State of Texas has benefitted enormously from 2-17 the service, wisdom, and expertise of this eminent public servant, 2-18 and he is truly worthy of legislative recognition; now, therefore, 2-19 be it 2-20 RESOLVED, That the Senate of the State of Texas, 2-21 74th Legislature, hereby applaud the career of service of 2-22 Joseph "Joe" Pickle and congratulate him on his well-deserved 2-23 retirement; and, be it further 2-24 RESOLVED, That a copy of this Resolution be prepared for 2-25 him as an expression of the highest regard of the Texas Senate. 3-1 ______________________________________ 3-2 President of the Senate 3-3 I hereby certify that the above 3-4 Resolution was adopted by the Senate 3-5 on May 3, 1995. 3-6 ______________________________________ 3-7 Secretary of the Senate 3-8 ______________________________________ 3-9 Member, Texas Senate
