By: Montford S.R. No. 900 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is proud to pay 1-3 tribute to Owen H. Ivie on the auspicious occasion of his retirement 1-4 from the position of general manager of the Colorado River Municipal 1-5 Water District; and 1-6 WHEREAS, The Colorado River Municipal Water District was 1-7 created in 1949; since that time, with no local, state, or federal 1-8 taxes involved in the funding of any district project, the Colorado 1-9 River Municipal Water District has developed three reservoirs along 1-10 the Colorado River in West Texas to help ensure a long-term water 1-11 supply for the region; and 1-12 WHEREAS, As a promising young man Owen Ivie joined the 1-13 water district on January 1, 1953, after having served as project 1-14 superintendent for Freese and Nichols on the Lake Thomas project; 1-15 his talents and abilities were quickly recognized, and he rose 1-16 rapidly through the ranks; and 1-17 WHEREAS, He became assistant general manager in 1958; on 1-18 April 22, 1965, this exemplary public servant was named general 1-19 manager; and 1-20 WHEREAS, Characteristics of his tenure are ability, 1-21 responsiveness, and commitment to do what is best for the 1-22 citizens of Texas; and 1-23 WHEREAS, Noted for his honesty and integrity, Mr. Ivie 2-1 has earned the respect and friendship of his colleagues; and 2-2 WHEREAS, Well known in his profession, he has been honored 2-3 several times: he was named Engineer of the Year by the Permian 2-4 Basin Chapter of the Texas Society of Professional Engineers in 2-5 1964; Conservationist of the Year for 1986 by the Texas Water 2-6 Conservation Association; and Man of the Year in 1986 by the 2-7 Big Spring Area Chamber of Commerce; and 2-8 WHEREAS, This distinguished gentleman was presented the 2-9 Service to the People Award by the Texas Section of the American 2-10 Society of Civil Engineers in October, 1986, was named president 2-11 of the Texas Water Conservation Association in 1988, and in 1990, 2-12 was named Outstanding West Texan by the Texas Chamber of Commerce; 2-13 and 2-14 WHEREAS, Upon completion of the district's Stacy project 2-15 in 1990, the Colorado River Municipal Water District's Board 2-16 of Directors named the reservoir in honor of Mr. Ivie, who had 2-17 overseen the arduous process relating to the permitting of what 2-18 is now known as the O. H. Ivie Reservoir; and 2-19 WHEREAS, Throughout his long and successful career, he has 2-20 been supported and sustained by his lovely wife, Yvonne, and their 2-21 three daughters; and 2-22 WHEREAS, The State of Texas has benefitted enormously from 2-23 the wisdom and expertise of this illustrious public servant, and 2-24 he is certainly deserving of legislative recognition; now, 2-25 therefore, be it 3-1 RESOLVED, That the Senate of the State of Texas, 3-2 74th Legislature, hereby commend the life of service of Owen H.
