    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas takes pride in
    1-3  recognizing Dr. Karen Raney, principal of Hubbard Middle School
    1-4  in Tyler, who was recently selected as the winner of the Texas
    1-5  Women's Alliance Excellence in Education Award; and
    1-6        WHEREAS, The Texas Women's Alliance Excellence in Education
    1-7  Award is given annually to an outstanding middle school principal
    1-8  who shows achievement in reducing absenteeism, improving test
    1-9  scores, and decreasing dropout rates; and
   1-10        WHEREAS, Hubbard Middle School averages 96.4 percent
   1-11  attendance each year, and a team approach is used on the small
   1-12  percentage of students with attendance problems; for the past two
   1-13  years, the school has had a zero percent dropout rate on the
   1-14  Academic Excellence Indicator System; and
   1-15        WHEREAS, Dr. Raney received a doctorate in education at
   1-16  East Texas State University and has served as a teacher and
   1-17  administrator in the Tyler schools since 1978; she served as
   1-18  assistant principal at Stewart Middle School before becoming
   1-19  principal of Hubbard Middle School in 1990; and
   1-20        WHEREAS, During her tenure at Hubbard Middle School,
   1-21  Dr. Raney has made a systematic effort to educate staff, parents,
   1-22  and the community about age-appropriate and developmentally
   1-23  appropriate curriculum, rules, procedures, and activities; and
    2-1        WHEREAS, A highly talented and well-experienced administrator,
    2-2  Dr. Raney has guided her staff in formulating discipline plans,
    2-3  grading policies, and expectations for performance that reflect the
    2-4  developmental differences between sixth graders, seventh graders,
    2-5  and eighth graders; and
    2-6        WHEREAS, An exceptionally resourceful and dedicated
    2-7  principal, Dr. Raney is committed to making academic excellence
    2-8  a reality for every Hubbard Middle School student, and her goal
    2-9  is to implement policies and practices that meet the diverse,
   2-10  developmental needs of adolescent learners, with the hope that
   2-11  each student will meet his or her maximum potential; and
   2-12        WHEREAS, Dr. Raney was recently installed as president of
   2-13  the Texas Middle School Association and has received numerous
   2-14  honors throughout her career, including the title of Outstanding
   2-15  Assistant Principal for District VII in 1990; she has given
   2-16  presentations on a wide array of middle school issues and
   2-17  educational strategies at conferences across the state; and
   2-18        WHEREAS, An outstanding principal who possesses a genuine
   2-19  understanding of her students, Dr. Raney has distinguished herself
   2-20  in her profession, and today, Hubbard Middle School is widely
   2-21  recognized as a first-rate institution with a sound academic
   2-22  curriculum and well-disciplined, achieving students; now,
   2-23  therefore, be it
   2-24        RESOLVED, That the Senate of the State of Texas,
   2-25  74th Legislature, hereby commend Dr. Karen Raney on her notable
    3-1  accomplishments and extend to her congratulations on earning a
    3-2  well-deserved Texas Women's Alliance Excellence in Education Award;
    3-3  and, be it further
    3-4        RESOLVED, That a copy of this Resolution be prepared for her
    3-5  as an expression of esteem from the Texas Senate.
