1-1 SENATE RESOLUTION
1-2 WHEREAS, It is indeed an honor for the Senate of the
1-3 State of Texas to recognize Vidal Trevino, Superintendent of the
1-4 Laredo Independent School District, who is retiring at the end of
1-5 the 1995 school year after a distinguished career spanning more
1-6 than 40 years; and
1-7 WHEREAS, Mr. Trevino has wholeheartedly devoted his life
1-8 to the education of the children of Laredo and has provided the
1-9 necessary leadership and vision that has resulted in excellent
1-10 schools offering superb educational opportunities to their
1-11 students; and
1-12 WHEREAS, Born into a family of educators, Mr. Trevino was
1-13 educated in the Laredo schools and graduated from Martin High
1-14 School before earning his bachelor and master of arts degrees from
1-15 Texas A&I University; destined to make a major contribution to
1-16 education, he began teaching in the Laredo Independent School
1-17 District in 1950; and
1-18 WHEREAS, He served his country during the Korean conflict
1-19 in the United States Army 7th Infantry Division and returned to
1-20 the classroom where he continued to teach until he was promoted to
1-21 vice-principal and then principal; and
1-22 WHEREAS, From January, 1962, to January, 1963, Mr. Trevino
1-23 served in the Texas House of Representatives during the
2-1 57th Legislature where he acquired additional knowledge of the
2-2 educational system in the state; at the end of the legislative term,
2-3 he resumed his career with the Laredo schools and was promoted to
2-4 assistant superintendent in 1969 before becoming superintendent in
2-5 1973; and
2-6 WHEREAS, Embarking on a "Quest for Excellence," the
2-7 exceptional educator accepted the challenge of his position and
2-8 sketched a blueprint for the direction of the district, then set
2-9 about fulfilling his goals; and
2-10 WHEREAS, Because of his expertise in his field, Mr. Trevino
2-11 was invited to testify before the United States Civil Rights
2-12 Commission on Early Childhood Education and before the Texas
2-13 Legislature on the Texas School Finance Bill; and
2-14 WHEREAS, Recognized for his remarkable achievements at
2-15 the local, state, and national levels, Mr. Trevino has been named
2-16 twice in the last six years as the Superintendent of the Year by
2-17 the Region I Educational Service Center, was named one of the top
2-18 five superintendents in Texas, and was named Mr. South Texas by
2-19 the Washington's Birthday celebration in 1995; and
2-20 WHEREAS, He chaired the State Accreditation Committee for
2-21 the Accreditation of Schools in the State of Texas and the Texas
2-22 Textbook Committee and served as a member of the Advisory
2-23 Committee on the Master Plan for Higher Education, Higher Education
2-24 Coordinating Board; and
2-25 WHEREAS, The citizens of Laredo have benefitted immeasurably
3-1 from the contributions of this remarkable individual not only to
3-2 education, but also to the numerous civic and charitable
3-3 organizations; now, therefore be it
3-4 RESOLVED, That the Senate of the State of Texas,
3-5 74th Legislature, hereby express its deepest appreciation
3-6 to Vidal M. Trevino for his exceptional accomplishments as
3-7 superintendent of the Laredo Independent School District that
3-8 have resulted in one of the poorest school districts in the state
3-9 providing the best educational resources with limited revenues;
3-10 and, be it further
3-11 RESOLVED, That a copy of this Resolution be presented to
3-12 Mr. Trevino as a token of the highest regard of the Texas Senate
3-13 with best wishes to him for a most rewarding retirement.
