S.R. No. 1074 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is proud to commend 1-3 the First American League, Southwest Texas State University, the 1-4 City of San Marcos, Hays County, the Texas Department of 1-5 Agriculture, and Boy and Girl Scouts from Texas and Oklahoma on the 1-6 momentous occasion of the Sacred Springs Pow-Wow and Western Swing 1-7 Festival; and 1-8 WHEREAS, The significance of the event is the celebration 1-9 of the "Return of the Native American," beginning with a public 1-10 welcoming ceremony being held in San Marcos at Southwest Texas 1-11 State University near the ancient Sacred Springs at Aquarena Park; 1-12 and 1-13 WHEREAS, In 1988, the State of Texas officially welcomed back 1-14 to the state those Native American tribes who had lived in Texas 1-15 prior to their banishment in the 1880s; Governor Bill Clements, 1-16 Lieutenant Governor Bill Hobby, and Speaker of the House Gib Lewis 1-17 formally welcomed the tribes on the Capitol grounds in Austin, and 1-18 they sealed their agreement by smoking a peace pipe which had not 1-19 been used since the Treaty of Medicine Lodge in 1867; and 1-20 WHEREAS, For three days beginning on May 19, 1995, Texas 1-21 will celebrate the "Return of the Native American" with a special 1-22 ceremony that will officially welcome Native American tribes, 1-23 including the four major nations originally from Texas, the 2-1 Kiowa Nation, the Comanche Nation, the Apache Tribe of Oklahoma, 2-2 and the Wichita Tribe, as well as all other American Indians 2-3 residing in Texas; and 2-4 WHEREAS, This historic greeting by state, university, 2-5 county, and city officials of a distinguished group of American 2-6 Indian leaders and their people will kick off a Texas-sized 2-7 three-day weekend entitled the Sacred Springs Pow-Wow and Western 2-8 Swing Festival; and 2-9 WHEREAS, This gala weekend hosted by Southwest Texas 2-10 State University, the City of San Marcos, Hays County, and 2-11 the State of Texas will include a Pow-Wow, concert, Western Swing 2-12 dance, special exhibitions of history and culture, Native American 2-13 arts and crafts, plus trick ropers, cowboy poets, plays at the 2-14 courthouse, and many other entertaining events; and 2-15 WHEREAS, The First American League, a nonprofit Native 2-16 American Organization, will sponsor the festival with production 2-17 by Texas World Records Production Company; the First American 2-18 League's major areas of interest are young people, education, and 2-19 cultural preservation and revival; the League is working with 2-20 Southwest Texas State University to establish scholarships for 2-21 deserving Native Americans and other long-term projects for the 2-22 study and preservation of native cultures indigenous to this 2-23 region; and 2-24 WHEREAS, All scouting organizations in Texas and Oklahoma 2-25 will be invited to attend; there will be certain events and 3-1 exhibitions designed to enable interested scouts to earn credit 3-2 toward their Indian Lore Merit Badges; now, therefore, be it 3-3 RESOLVED, That the Senate of the State of Texas, 3-4 74th Legislature, hereby welcome Native American tribes and 3-5 the four major nations, the Kiowa Nation, the Comanche Nation, 3-6 the Apache Tribe of Oklahoma, and the Wichita Tribe, as well as 3-7 other Native Americans residing in Texas, to the Sacred Springs 3-8 Pow-Wow and Western Swing Festival; and, be it further 3-9 RESOLVED, That a copy of this Resolution be prepared for the 3-10 participants and sponsors as an expression of the highest esteem 3-11 of the Texas Senate. 3-12 Armbrister 3-13 Barrientos 3-14 Lucio 3-15 Bivins Leedom Shapiro 3-16 Brown Luna Sibley 3-17 Cain Madla Sims 3-18 Ellis Moncrief Truan 3-19 Gallegos Montford Turner 3-20 Galloway Nelson Wentworth 3-21 Harris Nixon West 3-22 Haywood Patterson Whitmire 3-23 Henderson Ratliff Zaffirini 3-24 Rosson 3-25 Bullock, President of the Senate 4-1 ______________________________________ 4-2 President of the Senate 4-3 I hereby certify that the above 4-4 Resolution was adopted by the Senate 4-5 on May 18, 1995. 4-6 ______________________________________ 4-7 Secretary of the Senate 4-8 ______________________________________ 4-9 Member, Texas Senate 4-10 ______________________________________ 4-11 Member, Texas Senate 4-12 ______________________________________ 4-13 Member, Texas Senate
