1-1 SENATE RESOLUTION
1-2 WHEREAS, The Senate of the State of Texas takes great
1-3 pride in welcoming the Honorable Heinrich Neisser, Deputy Speaker
1-4 of the Austrian Parliament; and
1-5 WHEREAS, Mr. Neisser was born in Vienna, Austria, in
1-6 1936 and from 1954 to 1960 he studied at the University of Vienna's
1-7 School of Law, from which he received a doctor juris degree; and
1-8 WHEREAS, From 1961 to 1966, Mr. Neisser worked as
1-9 secretary at the Constitutional Court in Vienna; from 1966 to
1-10 1969, he was special adviser to the Austrian Federal Chancellor;
1-11 from 1969 to 1970 he was vice member at the chancellery; from 1974
1-12 to 1980 he was a top staff member of the Austrian Industrialist
1-13 Association; and
1-14 WHEREAS, Mr. Neisser has been a Member of the Austrian
1-15 Parliament since 1975 and Minister of Federalism and of the Reform
1-16 of Administration between 1987 through 1989; and
1-17 WHEREAS, He was Floor Leader of the Austrian People's
1-18 Party in the Parliament between 1990 and 1994; and
1-19 WHEREAS, Mr. Neisser has been Deputy Speaker since 1994
1-20 and has played a role in Austria's negotiations for entry into
1-21 the European Union; and
1-22 WHEREAS, Mr. Neisser is an honorary professor for
1-23 political science at the University of Vienna's Institute for
2-1 Political Studies, where he lectures particularly on the role
2-2 of public administration within the political system, political
2-3 structure of the European Union, and political reforms in the
2-4 new democracies in Eastern Europe; and
2-5 WHEREAS, The Deputy Speaker has written several books and
2-6 articles on parliamentary government, bureaucracy in the political
2-7 system, and the importance of human rights; now, therefore, be it
2-8 RESOLVED, That the Senate of the State of Texas,
2-9 74th Legislature, hereby extend a warm welcome to the Deputy
2-10 Speaker; and, be it further
2-11 RESOLVED, That a copy of this Resolution be prepared
2-12 under the official seal of the Senate as an expression of the
2-13 goodwill of the people of Texas.
