    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The athletic accomplishments of a young San Antonio
    1-3  cyclist who won a gold medal in competition are truly worthy of
    1-4  recognition by the Senate of the State of Texas; and
    1-5        WHEREAS, Roxanne Arcos, competing in the girls 15-16 age group
    1-6  in the Texas Time Trial State Championships held April 15, 1995,
    1-7  in Lytle, Texas, won a gold medal; her feat is especially
    1-8  impressive since she had trained as a cyclist for only four weeks;
    1-9  she had had no formal training prior to this program; and
   1-10        WHEREAS, Roxanne was sponsored by the San Antonio Sports
   1-11  Foundation's Dreams for Youth program, which is implemented by the
   1-12  San Antonio Sports Foundation and the San Antonio Housing Authority;
   1-13  and
   1-14        WHEREAS, While the sports foundation provides coaches and
   1-15  training facilities and arranges schedules, the housing authority
   1-16  recruits underprivileged young people from local schools; 90 percent
   1-17  of the participants live in the housing projects and the other 10
   1-18  percent live in low-income housing; and
   1-19        WHEREAS, The program's main objectives are to introduce
   1-20  Olympic sports to youth in public housing, to introduce the sports
   1-21  to as many young people as possible, and to identify gifted athletes
   1-22  and support them in every way so that they may become elite
   1-23  competitive athletes and represent the United States in competition;
    2-1  and
    2-2        WHEREAS, Other goals of the Dreams for Youth program are to
    2-3  recruit minority coaches and certify them under national guidelines
    2-4  and to establish permanent athletic facilities that are accessible
    2-5  to underprivileged kids; and
    2-6        WHEREAS, Participation in sports provides an effective way
    2-7  for young people to develop a strong self-image and self discipline
    2-8  and to experience the joy of achievement; and
    2-9        WHEREAS, The cycling coordinator for the Dreams for Youth
   2-10  program believes that the achievements of Roxanne Arcos are truly
   2-11  amazing; she is delighted with her progress; certainly this young
   2-12  woman deserves legislative recognition; now, therefore, be it
   2-13        RESOLVED, That the Senate of the State of Texas,
   2-14  74th Legislature, hereby commend and applaud Roxanne Arcos for
   2-15  winning the gold medal at the Texas Time Trial State Championships;
   2-16  and, be it further
   2-17        RESOLVED, That a copy of this Resolution be prepared for her
   2-18  as an expression of congratulations and of the high regard of the
   2-19  Texas Senate.
