No. 1145 1-1 SENATE RESOLUTION 1-2 WHEREAS, The athletic accomplishments of a young San Antonio 1-3 cyclist who won a gold medal in competition are truly worthy of 1-4 recognition by the Senate of the State of Texas; and 1-5 WHEREAS, Billy Limones, competing in the 13-14 age group 1-6 in the Texas Time Trial State Championships held April 15, 1995, 1-7 in Lytle, Texas, had the fastest time in the junior category with 1-8 a mark of 43 minutes and 7.35 seconds; his feat is especially 1-9 impressive since he had trained as a cyclist for only four weeks; 1-10 he had had no formal training prior to this program; and 1-11 WHEREAS, Billy was sponsored by the San Antonio Sports 1-12 Foundation's Dreams for Youth program, which is implemented by the 1-13 San Antonio Sports Foundation and the San Antonio Housing Authority; 1-14 and 1-15 WHEREAS, While the sports foundation provides coaches and 1-16 training facilities and arranges schedules, the housing authority 1-17 recruits underprivileged young people from local schools; 90 percent 1-18 of the participants live in the housing projects and the other 10 1-19 percent live in low-income housing; and 1-20 WHEREAS, The program's main objectives are to introduce 1-21 Olympic sports to youth in public housing, to introduce the 1-22 sports to as many young people as possible, and to identify gifted 1-23 athletes and support them in every way so that they may become elite 2-1 competitive athletes and represent the United States in competition; 2-2 and 2-3 WHEREAS, Other goals of the Dreams for Youth program are to 2-4 recruit minority coaches and certify them under national guidelines 2-5 and to establish permanent athletic facilities that are accessible 2-6 to underprivileged kids; and 2-7 WHEREAS, Participation in sports provides an effective way 2-8 for young people to develop a strong self-image and self discipline 2-9 and to experience the joy of achievement; and 2-10 WHEREAS, The cycling coordinator for the Dreams for Youth 2-11 program believes that the achievements of Billy Limones are truly 2-12 amazing; she is delighted with his progress; certainly this young 2-13 man deserves legislative recognition; now, therefore, be it 2-14 RESOLVED, That the Senate of the State of Texas, 2-15 74th Legislature, hereby commend and applaud Billy Limones for 2-16 winning the gold medal at the Texas Time Trial State Championships; 2-17 and, be it further 2-18 RESOLVED, That a copy of this Resolution be prepared for him 2-19 as an expression of congratulations and of the high regard of the 2-20 Texas Senate. 2-21 ______________________________________ 2-22 President of the Senate 2-23 I hereby certify that the above 2-24 Resolution was adopted by the Senate 2-25 on May 22, 1995. 3-1 ______________________________________ 3-2 Secretary of the Senate 3-3 ______________________________________ 3-4 Member, Texas Senate
