    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, Alvin L. Henry, President and Chief Executive
    1-3  Officer of Neighborhood Centers, Incorporated, in Houston is
    1-4  retiring from his post after a notable career in public service
    1-5  spanning over three decades; and
    1-6        WHEREAS, Neighborhood Centers, Incorporated, is the greater
    1-7  Houston area's largest social and human service agency serving over
    1-8  400,000 people yearly in 28 separate locations throughout Houston,
    1-9  Harris County, and surrounding counties; with a staff that exceeds
   1-10  250 employees, the agency has an annual budget of over $47 million;
   1-11  and
   1-12        WHEREAS, Mr. Henry was well qualified for his leadership
   1-13  role in the agency having served as executive director for five
   1-14  years from 1985 to 1990; a graduate of Howard University in
   1-15  Washington, D.C., Alvin Henry earned his law degree from Texas
   1-16  Southern University's Thurgood Marshall School of Law in 1966; and
   1-17        WHEREAS, He began his career in public service as a
   1-18  regulatory analyst with the Interstate Commerce Commission and
   1-19  as a statistical analyst with the Federal Aviation Agency; after
   1-20  finishing his law degree, Alvin became assistant city attorney for
   1-21  the City of Houston followed by a tenure as administrative assistant
   1-22  to the mayor of the city; and
   1-23        WHEREAS, Mr. Henry has been recognized for his exceptional
    2-1  work on numerous committees and boards and the City of Houston
    2-2  proclaimed December 26, 1969, "Al Henry Day" to express the
    2-3  gratitude of the community; and
    2-4        WHEREAS, From 1970 to 1978, Mr. Henry held various
    2-5  administrative positions with United Way before becoming
    2-6  associate executive director of United Way of the Texas
    2-7  Gulf Coast for six years; and
    2-8        WHEREAS, During his tenure as head of Neighborhood Centers,
    2-9  Incorporated, he is credited with a number of major accomplishments
   2-10  including conducting a capital campaign to provide the agency with
   2-11  a permanent home; he expanded the programs of the agency into
   2-12  Brazoria County and it became the area's largest service provider
   2-13  for senior citizens; and
   2-14        WHEREAS, Under his dedicated leadership, Neighborhood
   2-15  Centers, Incorporated, has been recognized nationally as one
   2-16  of the top three social service organizations in the country,
   2-17  and the Non Profit Times has ranked the agency on their "Top
   2-18  100 List" for the past two years; and
   2-19        WHEREAS, Al Henry has earned the respect and admiration
   2-20  of the citizens throughout Houston and Harris County for his
   2-21  exceptional accomplishments in providing beneficial services to
   2-22  those in need; now, therefore, be it
   2-23        RESOLVED, That the Senate of the State of Texas,
   2-24  74th Legislature, hereby commend Alvin Henry for his lifetime
   2-25  achievements and extend best wishes to him for a most enjoyable
    3-1  and rewarding retirement; and, be it further
    3-2        RESOLVED, That a copy of this Resolution be prepared for
    3-3  Mr. Henry as an expression of the appreciation and high regard
    3-4  of the Texas Senate.
