By: Nelson, Leedom S.R. No. 1249 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas takes pride in 1-3 recognizing Dr. Michael A. Moses who became the Texas Commissioner 1-4 of Education on March 9, 1995, and joins with the Administrators 1-5 Association of the Garland Independent School District in 1-6 designating June 22, 1995, as Mike Moses Day; and 1-7 WHEREAS, Dr. Moses was appointed to the post of Commissioner 1-8 of Education by Governor George W. Bush on March 1, 1995, after 1-9 being nominated from a field of over 100 candidates; and 1-10 WHEREAS, As Commissioner of Education, Dr. Moses oversees a 1-11 public education system of 1,046 school districts, 6,343 campuses, 1-12 435,000 employees, and 3.6 million schoolchildren; he also serves 1-13 as executive officer of the State Board of Education and is head 1-14 of the Central Education Agency; and 1-15 WHEREAS, The far-reaching responsibilities of the 1-16 Commissioner of Education include establishing policies and rules, 1-17 appointing advisory committees, adopting various plans and budgets, 1-18 requesting appropriations, and recommending changes in state 1-19 education legislation; and 1-20 WHEREAS, Michael Moses holds a doctorate degree 1-21 in educational administration from East Texas State University; 1-22 at age 37, he became the youngest person ever elected to serve as 1-23 superintendent of the Lubbock Independent School District; he was 2-1 formerly a superintendent of the Tatum Independent School District 2-2 and the LaMarque Independent School District; he served as principal 2-3 and assistant principal in the Garland Independent School District 2-4 from 1976 to 1982; and 2-5 WHEREAS, A talented and highly respected administrator, 2-6 Dr. Moses has received numerous honors as an educator; he was named 2-7 Educator of the Year in the Garland and LaMarque school districts 2-8 and has the distinction of being named Superintendent of the Year 2-9 in two of the state's education service center regions; and 2-10 WHEREAS, In recognition of his expertise in the 2-11 field of education, Lieutenant Governor Bob Bullock and 2-12 House of Representatives Speaker James E. Laney appointed Dr. Moses 2-13 to the Select Committee to Conduct a Comprehensive Review of the 2-14 Central Education Agency in 1993; Dr. Moses was named Educator of 2-15 the Month by the Texas School Business magazine in 1994; and 2-16 WHEREAS, An exemplary and distinguished gentleman whose 2-17 educational leadership has become invaluable to the State of Texas, 2-18 Dr. Moses has already contributed greatly to the state's educational 2-19 system, and under his guidance as Commissioner of Education, the 2-20 school districts of Texas will undoubtedly flourish; now, therefore, 2-21 be it 2-22 RESOLVED, That the Senate of the State of Texas, 2-23 74th Legislature, hereby commend Dr. Michael Moses on his 2-24 outstanding achievements and join with the Garland Independent 2-25 School District on Mike Moses Day in sending congratulations to 3-1 him on his recent appointment; and, be it further 3-2 RESOLVED, That a copy of this Resolution be prepared for 3-3 him as an expression of high regard from the Texas Senate. 3-4 ______________________________________ 3-5 President of the Senate 3-6 I hereby certify that the above 3-7 Resolution was adopted by the Senate 3-8 on May 26, 1995. 3-9 ______________________________________ 3-10 Secretary of the Senate 3-11 ______________________________________ 3-12 Member, Texas Senate 3-13 ______________________________________ 3-14 Member, Texas Senate
