S.R. No. 1256 1-1 SENATE RESOLUTION 1-2 WHEREAS, The National Council of La Raza, Inc. (NCLR) is the 1-3 largest constituency-based Hispanic organization in the country; and 1-4 WHEREAS, Established in 1968 as the Southwest Council of 1-5 La Raza, the private, nonprofit, tax-exempt corporation is dedicated 1-6 to promoting the social and economic well-being of Americans of 1-7 Hispanic descent; the organization works towards its goals through 1-8 two primary and complementary approaches; and 1-9 WHEREAS, It provides organizational assistance in management, 1-10 governance, program operations, and resource development to Hispanic 1-11 community-based organizations in urban and rural areas nationwide, 1-12 especially those which serve low-income and disadvantaged Hispanics; 1-13 and 1-14 WHEREAS, The NCLR provides an Hispanic perspective on 1-15 education, immigration, housing, health, employment and training, 1-16 and civil rights enforcement to increase policy-maker and public 1-17 understanding of Hispanic needs and to encourage the adoption of 1-18 programs and policies which equitably serve Hispanics; and 1-19 WHEREAS, By 1970, the organization recognized the need to 1-20 establish a Washington, D.C., office where legislative and funding 1-21 decisions affecting resources for community-based groups were made; 1-22 in 1973, the organization changed its name to the National Council 1-23 of La Raza to reflect its increasingly national focus; and 2-1 WHEREAS, More than 22 million Americans of Hispanic descent 2-2 are reached by the NCLR; it maintains field offices in Los Angeles, 2-3 Phoenix, McAllen, and Chicago; the organization acts as an umbrella 2-4 for nearly 150 affiliated Hispanic community-based organizations 2-5 which serve 37 states, the District of Columbia, and Puerto Rico, 2-6 reaching more than two million Hispanics annually; and 2-7 WHEREAS, The NCLR's 1995 Annual Conference will be held on 2-8 July 16 through 19 at the Dallas Convention Center, and the theme 2-9 of the conference, "Ideas and Ideals," will focus on the unique 2-10 blend of attitudes, principles, values, and beliefs about Hispanic 2-11 people and about their heritage and diligent convictions that have 2-12 helped them become one of the most active minorities to have an 2-13 influence in North America; and 2-14 WHEREAS, Considered "The single most effective voice for 2-15 Latinos in the United States" according to Henry Cisneros, 2-16 United States Secretary of Housing and Urban Development, the 2-17 Conference will draw national and local Hispanic community leaders 2-18 and activists, representatives of nonprofit organizations, Hispanic 2-19 elected and appointed officials, Cabinet Secretaries, United States 2-20 Senators and Representatives, representatives of Fortune 500 2-21 companies, philanthropic leaders, academicians, college student 2-22 leaders, and all others interested in learning more about Hispanic 2-23 issues; now, therefore, be it 2-24 RESOLVED, That the Senate of the State of Texas, 2-25 74th Legislature, hereby recognize the National Council of La Raza 3-1 for its extensive work on behalf of Hispanic communities; and, be 3-2 it further 3-3 RESOLVED, That a copy of this Resolution be prepared for the 3-4 National Council of La Raza, Inc., as an expression of the high 3-5 regard of the Texas Senate. 3-6 Truan 3-7 Armbrister Henderson Ratliff 3-8 Barrientos Leedom Rosson 3-9 Bivins Lucio Shapiro 3-10 Brown Luna Sibley 3-11 Cain Madla Sims 3-12 Ellis Moncrief Turner 3-13 Gallegos Montford Wentworth 3-14 Galloway Nelson West 3-15 Harris Nixon Whitmire 3-16 Haywood Patterson Zaffirini 3-17 Bullock, President of the Senate 3-18 ______________________________________ 3-19 President of the Senate 3-20 I hereby certify that the above 3-21 Resolution was adopted by the Senate 3-22 on May 26, 1995. 3-23 ______________________________________ 3-24 Secretary of the Senate 3-25 ______________________________________ 4-1 Dean of the Senate
