     1-10     provisions or applications of this Act that can be given effect
     1-11     without the invalid provision or application, and to this end the
     1-12     provisions of this Act are declared to be severable.
     1-13           Explanation:  This change is necessary to clarify that the
     1-14     provisions of this Act are severable.
     1-15           (2)  Subdivisions (1) and (2), Senate Rule 12.03, are
     1-16     suspended to permit the committee to omit text and to change text.
     1-17           The omitted text reads as follows:
     1-18           This Act takes effect September 1, 1995.
     1-19           The changed text reads as follows:
     1-20           The importance of this legislation and the crowded condition
     1-21     of the calendars in both houses create an emergency and an
     1-22     imperative public necessity that the constitutional rule requiring
     1-23     bills to be read on three several days in each house be suspended,
     1-24     and this rule is hereby suspended, and that this Act take effect
     1-25     and be in force from and after its passage, and it is so enacted.
