     1-11           (1)  Senate Rule 12.03 is suspended to permit the committee
     1-12     to insert a new Section 21 to read as follows:
     1-13           SECTION 21.  If H.B. No. 713, 74th Legislature, Regular
     1-14     Session, 1995, is enacted and becomes law, the amendments made by
     1-15     that Act to Sections 11B, 14, 19, 28, 39A, and 44, Private
     1-16     Investigators and Private Security Agencies Act (Article
     1-17     4413(29bb), Vernon's Texas Civil Statutes), and to Section 46.03,
     1-18     Penal Code, do not take effect and are repealed.
     1-19           Explanation:  This change is necessary to clarify the effect
     1-20     of this Act on other legislation.
