     1-10           Subdivision (1), Senate Rule 12.03, is suspended to permit
     1-11     the committee to alter Section 361.071, Health and Safety Code, in
     1-12     Section 5 of the bill, by striking "solid waste management
     1-13     facility" and substituting "municipal solid waste management
     1-14     facility other than a facility that engages in combustion" and by
     1-15     striking "solid waste" and substituting "municipal solid waste".
     1-16           The amendment is necessary to clarify that Section 361.071,
     1-17     Health and Safety Code, is intended to apply only to municipal
     1-18     solid waste management facilities except those that engage in
     1-19     combustion.
