1-1 SENATE RESOLUTION
1-2 WHEREAS, The Senate of the State of Texas takes pride in
1-3 recognizing Donald A. Horn who is retiring after 30 years of loyal
1-4 service as Secretary-Treasurer of the Harris County AFL-CIO; and
1-5 WHEREAS, As Secretary-Treasurer of the Harris County
1-6 AFL-CIO, Donald Horn handled his far-reaching responsibilities
1-7 with exceptional skill and dedication; as Chairman of the Fiscal
1-8 Affairs Committee, he was responsible for developing and
1-9 administering an annual budget of $50 to $60 million and was in
1-10 charge of the Employees Pension Plan valued at $40 million; and
1-11 WHEREAS, During his tenure, Mr. Horn demonstrated his
1-12 strong commitment to assist the working people of Harris County,
1-13 and he contributed greatly to the organization through his hard
1-14 work, his expertise, and his reliable judgment; and
1-15 WHEREAS, A member and former officer of Electric Workers
1-16 716, he served with distinction as Vice-President of the Texas
1-17 AFL-CIO; he was deeply involved in community affairs and was a
1-18 10-year veteran of the Harris County Hospital Board of Managers;
1-19 he also served on the State Board of Health and served on the
1-20 Executive Committee of the State Task Force on "Indigent Health
1-21 Care"; and
1-22 WHEREAS, His leadership was invaluable to the
1-23 City of Houston during his work on the Ethics Commission as
2-1 well as on the City of Houston Commission appointed by the mayor
2-2 to prepare "Future Visions of Houston Plan"; and
2-3 WHEREAS, For his contributions as a member of the Board
2-4 of Trustees of United Way, Mr. Horn earned the recognition of
2-5 Volunteer of the Year; during his 15 years as a Scout Leader of
2-6 Boy Scouts of America Troop 60, he earned the Order of the Arrow
2-7 and Brotherhood Award; and
2-8 WHEREAS, Throughout his notable career, Mr. Horn has been
2-9 supported by the love and companionship of his wife, Ruth, and
2-10 their three children; now, therefore, be it
2-11 RESOLVED, That the Senate of the State of Texas,
2-12 74th Legislature, hereby commend Donald A. Horn for his exceptional
2-13 contributions to his city and state and extend best wishes to him
2-14 for a most rewarding retirement; and, be it further
2-15 RESOLVED, That a copy of this Resolution be prepared for
2-16 Mr. Horn as an expression of the high regard of the Texas Senate.
