By: Lucio S.R. No. 1321 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas takes pride 1-3 in recognizing the Honorable Raul L. Longoria for his invaluable 1-4 contributions to the growth of excellence in education, community 1-5 development, and the administration of justice; and 1-6 WHEREAS, Born in Starr County, Texas, Raul Longoria 1-7 graduated from Rio Grande City High School in 1938 and served in 1-8 the Civilian Conservation Corps until his term ended; he joined 1-9 the United States Army Air Corps in 1942 and served his country 1-10 for four years; and 1-11 WHEREAS, Under the G.I. Bill, Raul Longoria received his 1-12 bachelor's degree in business administration in 1950 and a law 1-13 degree from The University of Texas at Austin in 1952; and 1-14 WHEREAS, He began to practice law in Edinburg, Texas, and 1-15 later became an Assistant District Attorney under Jim Bates in 1-16 1955; and 1-17 WHEREAS, After establishing himself in private practice, 1-18 he was elected state representative for District 38-1 in 1960 and 1-19 served his community for 10 years; in 1972 he was elected state 1-20 senator and served his constituents well until he resigned from 1-21 that office in 1981 to preside over the 139th Judicial District 1-22 Court of Hidalgo County; and 1-23 WHEREAS, During his tenure in the Texas Legislature his 2-1 goals were to provide for educational opportunities for his 2-2 district and to seek equal opportunities for his constituents; 2-3 he supported and worked diligently for the establishment of Pan 2-4 American University in Edinburg and supported several instrumental 2-5 gubernatorial appointments of local Hispanic leaders to various key 2-6 boards of the State of Texas, including Dr. Carlos Godinez to the 2-7 Board of Medical Examiners, Dr. Ramiro Casso to the Texas Board of 2-8 Health, Dr. Lauro Guerra to the Board of Regents of Texas Woman's 2-9 University in Denton, and Ruben Torres to the Board of Pardons and 2-10 Paroles; and 2-11 WHEREAS, Raul Longoria was honored by the Texas Legislature 2-12 on December 9, 1978; he was designated Governor for a Day in Austin 2-13 which included a celebration in his honor attended by his colleagues 2-14 and supporters from the Rio Grande Valley and the State of Texas; 2-15 and 2-16 WHEREAS, Citizens of the Rio Grande Valley showed their 2-17 appreciation of the achievements of Raul Longoria when they named 2-18 an elementary school in Pharr, Texas, the Raul L. Longoria Elementary 2-19 School and renamed the San Juan Road as the Raul Longoria Road; and 2-20 WHEREAS, Throughout his outstanding career Raul Longoria 2-21 strove to remove the walls of discrimination and injustice and to 2-22 become a leader, role model, and inspiration for all Hispanics; and 2-23 WHEREAS, Raul Longoria set the standard for evenhandedness 2-24 and fairness in the administration of justice that will be a guide 2-25 for his fellow judges to follow; and 3-1 WHEREAS, Raul Longoria has received many distinguished 3-2 awards in recognition of his accomplishments and achievements; and 3-3 WHEREAS, An exemplary gentleman, Judge Longoria is beloved 3-4 and respected by his colleagues and the citizens of the Rio Grande 3-5 Valley; and 3-6 WHEREAS, Throughout his career, Judge Longoria has been 3-7 ably supported by his lovely wife of 47 years, Earlene Moorman; 3-8 they have five talented children: Samuel Glenn, Janiece Maxene, 3-9 Roy Alan, Martha Elaine, and Cecilia Joyce; now, therefore, be it 3-10 RESOLVED, That the Senate of the State of Texas, 3-11 74th Legislature, hereby congratulate and commend the 3-12 Honorable Raul Longoria for his dedication to improving 3-13 his profession, his community, and his state; and, be it 3-14 further 3-15 RESOLVED, That a copy of this Resolution be prepared 3-16 for Judge Raul Longoria as an expression of the high regard and 3-17 esteem of the Texas Senate. 3-18 ______________________________________ 3-19 President of the Senate 3-20 I hereby certify that the above 3-21 Resolution was adopted by the Senate 3-22 on May 29, 1995. 3-23 ______________________________________ 3-24 Secretary of the Senate 3-25 ______________________________________ 4-1 Member, Texas Senate
