House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 11 (relating to participation by victims in certain criminal proceedings, restitution for victims, and training for officers who deal with victims; providing a penalty) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would amend certain statutes relating to victims and offenders of certain criminal offenses. The bill would provide for victim-offender mediation for the victim, or relative of the victim. The bill would also expand the rights of victims and their families to be present for all relevant proceedings relating to the case. The bill would require that a victim impact statement be available to the attorney representing the state when a plea bargain is entered into. Sections 3.04, 3.05, and 3.06 of the bill would expand the use of the Crime Victims Compensation fund and could result in a cost to the state. However, the fiscal implications to the state or units of local government cannot be determined.
