Saunders, Chair IN RE: House Bill No. 32 Committee on Land and Resource By: Kubiak Management House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 32 (Relating to the exercise of the powers of eminent domain and the right of entry by the Texas High-Speed Rail Authority.) this office has determined the following: The bill would amend the High Speed Rail Act to remove the power of eminent domain and the right to enter land from the High Speed Rail Authority board and the Railroad Commission. Although the removal of that authority could make the acquisition of land more difficult and probably more costly for any franchisee, it would have no fiscal impact on the Railroad Commission.
