LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session May 1, 1995 TO: Honorable Debra Danburg, Chair IN RE: Committee Substitute Committee on Elections for House of Representatives House Bill Austin, Texas No. 127 FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 127 (relating to the implementation of the National Voter Registration Act of 1993 and to related election processes and procedures; providing criminal penalties) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. House Bill 127 is the state implementation of the National Voter Registration Act. The bill would add or amend several sections of the Election Code and would require that the Secretary of State develop and furnish the new postage-free state mail registration applications to all county voter registrars, public libraries, county clerk marriage license bureaus, high schools, and the general public. The Office of the Secretary of State would be required to provide assistance concerning voter registration and prescribe any additional procedures necessary for the administration of voter registration procedures.
