TO: Honorable Debra Danburg, Chair IN RE: House Bill No. 127
         Committee on Elections By: Danburg
         House of Representatives
         Austin, Texas

FROM: John Keel, Director

In response to your request for a Fiscal Note on House Bill No.
127 (relating to implementation of the National Voter
Registration Act of 1993) this office has determined the
following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

House Bill 127 is the state implementation of the National Voter
Registration Act. The bill would require that the State develop
and furnish the new postage-free state mail registration
applications to all county voter registrars, public libraries,
county clerk marriage license bureaus, high school principals
(public and private), and the general public.

The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Fiscal Probable Cost Out Change in
Year of General Number of State
                         Revenue Employees from
                         Fund 001 FY 1995

          1996 $397,039 2.0

        1997 397,039 2.0

        1998 397,039 2.0
        1999 397,039 2.0

        2000 397,039 2.0

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.

The fiscal implication to units of local government cannot be
determined.
