In response to your request for a Fiscal Note on House Bill No.
142 (Relating to requiring state funding of legislative mandates
on local governments.) this office has determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would entitle political subdivisions to reimbursement
from the General Revenue Fund for  all or part of the cost of
certain state mandates enacted on or after January 1, 1994.   The
bill would  require the state to appropriate funds or otherwise
provide for the payment of the reimbursements.  

The fiscal implication to the State and units of local government
would depend on actions taken by this and future Legislatures and
cannot be determined.

The administrative cost of the bill could be significant.
