LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session February 28, 1995 TO: Honorable Keith Oakley, Chair IN RE: House Bill No. 235 Committee on Public Safety By: Driver House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 235 (relating to emergency medical information services provided through 9-1-1 services) this office has determined the following: The bill would permit public safety answering points to provide emergency medical information under certain conditions. To provide this information, employees must receive training, the information must be easily communicated by telephone to persons without training in emergency medical care, and the information must be in the form contained in a manual to be developed by the Board of Health. The Board would be required to adopt a manual of emergency medical information to be used by employees of the public safety answering points and to adopt a protocol for the delivery of emergency medical information. Although this bill may have fiscal implications for local units of government, they cannot be determined. While public safety answering points, which may be governmental units or under contract to governmental units, are not required to provide emergency medical information, those that choose to do so would be required to bear the costs of training employees and purchasing manuals.
