LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session May 2, 1995 TO: Honorable Keith Oakley, Chair IN RE: Committee Substitute Committee on Public Safety for House of Representatives House Bill Austin, Texas No. 243 FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 243 (relating to the issuance of a license for the carrying of certain weapons by judges and justices) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would authorize the issuance of licenses to certain qualified judges and justices to carry a handgun. The bill would establish the Department of Public Safety (DPS) as the administering agency. The bill requires the DPS to establish application and renewal fees sufficient to cover the costs of the bill. The bill would have no fiscal implication to the Department of Public Safety in the event that Senate Bill 60, 74th Legislature, or similar legislation is enacted. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Out Probable Revenue Change in Year of General Gain to General Number of State Revenue Fund 001 Revenue Fund 001 Employees from FY 1995 1996 $368,639 $733,930 5.0 1997 181,957 5.0 1998 181,200 5.0 1999 181,200 5.0 2000 181,200 360,583 5.0 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect. The fiscal implication to units of local government cannot be determined. Source: Department of Public Safety LBB Staff: JK, BL, RR
