TO: Honorable Curtis Seidlits, Chair IN RE: House Bill No. 244
Committee on State Affairs By: Yarbrough
         House of Representatives
         Austin, Texas

FROM: John Keel, Director

In response to your request for a Fiscal Note on House Bill No.
244 (Relating to ensuring that the state and its local
governments and citizens receive all available federal assistance
in connection with the reduction, closure, or conversion of
federal military bases in this state.) this office has determined
the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would require the Governor to initiate and coordinate
the efforts of state government to obtain the maximum amount of
available federal assistance for the state and local governments
and citizens in connection with the reduction, closure, or
conversion of federal military bases in the state.

The bill would also establish an advisory committee consisting of
six members. The Governor and the Lieutenant Governor would
appoint three members each to the committee with the Governor
designating one of the members as the presiding officer.

Reimbursement for advisory committee expenses would need to be
authorized in the General Appropriations Act.

No fiscal implication to units of local government is
anticipated.

No significant fiscal implication to the State is anticipated.
