TO: Honorable Ken Armbrister, Chair IN RE: House Bill No. 247,
Committee on State Affairs as engrossed
         Senate By: Gutierrez

FROM: John Keel, Director

In response to your request for a Fiscal Note on House Bill No.
247 (Relating to various types of armed forces license plates
that may be issued to a person.) this office has determined the
following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would allow a qualified person to be issued one or more
sets of license plates, instead of the current one set, for
various armed forces license plates. The fee for any additional
sets, excluding the initial set, would be $15 a year. The bill
would also limit, to one exemption, Purple Heart and Pearl Harbor
plates from the motor vehicle registration fee.

The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Fiscal Probable Cost Out Probable Revenue
Year of State Highway Gain to State
                      Fund 006 Highway Fund 006

          1996 $61,791 $61,249

         1997 29,991 61,249

         1998 29,991 61,249
         1999 29,991 61,249

         2000 29,991 61,249

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.

No significant fiscal implication to units of local government is
anticipated.
