LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 19, 1995 TO: Honorable Clyde Alexander, Chair IN RE: Committee Substitute Committee on Transportation for House House of Representatives Bill No. 300 Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 300 (relating to the release of the transferor of a used or secondhand motor vehicle from certain civil and criminal consequences arising out of the use, operation, or abandonment of the vehicle) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill prescribes information that may be disclosed to the Department of Transportation pursuant to the transfer of a vehicle. The bill would not impose or establish a civil or criminal liability on the owner of a motor vehicle who transfers ownership of the vehicle but does not make the disclosure of the transfer to the Department. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Out Probable Revenue Year of State Highway Gain to State Fund 006 Highway Fund 006 1995 $115,917 $0 1996 162,248 270,000 1997 162,248 270,000 1998 162,248 270,000 1999 162,248 270,000 2000 162,248 270,000 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect. No fiscal implication to units of local government is anticipated. Source: Department of Transportation LBB Staff: JK, ML, DF
