LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
74th Regular Session
February 14, 1995
TO: Honorable Warren Chisum, Chair IN RE: House Bill No. 325
Committee on Environmental Regulation By: Rabuck
House of Representatives
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on House Bill No.
325 (Relating to requiring public notice and a public meeting
before the issuance or renewal of a license or general license
acknowledgment authorizing the storage of radioactive material.)
this office has determined the following:
The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.
The bill would require that a public meeting be held by the Texas
Department of Health on any application or renewal application
for a radioactive material license or general license
acknowledgment that involves the storage of radioactive material.
The bill would require that a notice be published by the license
applicant of the application and the public meeting in the
largest newspaper in the county in which the radioactive material
will be stored. License applicants would include local government
institutions and agencies that use and store radioactive
materials.
The costs to the Department of Health of holding public meetings
on radioactive material storage licenses or license renewals
would be recouped through an increase in licensing fees.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:
Fiscal Probable Cost Out Probable Revenue Change in
Year of General Gain from General Number of State
Revenue Fund 001 Revenue Fund 001 Employees from
FY 1995
1996 $1,165,031 $1,165,031 13.0
1997 1,289,944 1,289,944 13.0
1998 1,289,944 1,289,944 13.0
1999 1,289,944 1,289,944 13.0
2000 1,289,944 1,289,944 13.0
Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
The fiscal implication to units of local government cannot be
determined.
