LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 24, 1995 TO: Honorable Paul Sadler, Chair IN RE: House Bill No. 334 Committee on Public Education By: Uher House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 334 (Relating to the state's official marine education center and calculating the average daily attendance of public school students who visit the center) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would designate the marine education center in Palacios, Matagorda County, as the state's official marine education center. Students attending the center and completing the course work required by the center would be counted in the average daily attendance of Palacios Independent School District and the district the student regularly attends. An average of 6,800 students from districts outside Palacios attend the marine education center for approximately one school day each year. This would increase the average daily attendance for Palacios ISD by an estimated 38 students. Because Palacios ISD is a Chapter 36 district, the overall amount recaptured from the district in the form of payments to a partner district would be reduced by $153,000 due to the additional 38 students. Because recaptured funds are used to finance the Foundation School Program, this reduction would be a cost to the State.
