In response to your request for a Fiscal Note on House Bill No.
340 (Relating to directing the Texas Veterans Commission to
determine the need for a system of state residential care
facilities for veterans who are disabled.) this office has
determined the following:
The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill. The bill would require the Texas Veterans
Commission to study the need for and the feasibility of
establishing a system of residential care facilities for disabled
veterans. The bill requires the Veterans Commission to contract
with a qualified consulting firm to study the need for a system
of residential care facilities, if the Legislature appropriates
funds for that purpose. If no funds are appropriated for the
contract, the Commission may use available resources to conduct
its own study of the issue.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows, per estimate of the Texas Veterans
Commission of the cost of contracting for the study:

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
No fiscal implication to units of local government is
anticipated.
