In response to your request for a Fiscal Note on House Bill No.
622 (relating to protection of an employee in the private sector
who reports certain activities; providing a civil penalty) this
office has determined the following:
The bill would extend whistleblower protection to private sector
employees and require the Texas Employment Commission to provide
notice to all employers of these rules. The bill would provide
procedures for the administration of the rules providing
whistleblower protection and establish a civil penalty not to
exceed $1,000 for employer that violate these rules.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
The fiscal implication to units of local government cannot be
