LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session May 4, 1995 TO: Honorable Irma Rangel, Chair IN RE: Committee Substitute Committee on Higher Education for House of Representatives HouseBill No. Austin, Texas 628 FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 628 (Relating to tuition fees and student loans of certain graduate students employed as teaching assistants, assistant instructors, or research assistants at certain public institutions of higher education) this office has determined the following: The bill would allow governing boards of public general academic teaching institutions to exempt from payment of tuition and fees graduate students (resident or nonresident) who 1) are employed as teaching or research assistants or assistant instructors; 2) are researching or writing a thesis, dissertation, or other report required by their degree plan; and 3) are not enrolled in a course with organized course work. The bill would direct the Legislature in its appropriations to general academic institutions to compute local funds available to institutions as if the tuition charges for which the bill's exemptions are granted had been collected.
