In response to your request for a Fiscal Note on House Bill No.
655 (relating to the recodification of statutes relating to
parents and children and suits affecting the parent-child
relationship) this office has determined the following:

The bill would recodify the Family Code by reenacting Title 2 and
adding Title 5.  The bill would recodify provisions relating to
parents and children and suits affecting the parent-child
relationship. 

Two sections of the bill would rededicate funds that would
otherwise be consolidated into the General Revenue Fund under the
Funds Consolidation Act.  The rededication of revenue sources in
the General Revenue Fund could further restrict the ability of
the Legislature to appropriate revenues for general state
operating purposes.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:
