LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 1, 1995 TO: Honorable Clyde Alexander, Chair IN RE: House Bill No. 835 Committee on Transportation By: Craddick House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 835 (Relating to violation of speed limits required by federal law.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill provides that information on violations of the prima facie speed limit imposed under Article 6701d, Section 169B and not greater than the maximum prima facie speed limit for the location, is confidential. As such, the department may not release the information to any person or to another state governmental entity. The Texas Department of transportation indicates that passage of the bill could jeopardize the state's federal compliance rate with regard to the national maximum speed limit, NMSL. Certain federal highway construction funds would be transferred to traffic safety programs as a penalty for non-compliance.
