LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 19, 1995 TO: Honorable Hugo Berlanga, Chair IN RE: House Bill No. 883 Committee on Public Health By: McDonald House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 883 (Relating to the establishment of a reeducation program for certain registered nurses.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would permit the Board of Nurse Examiners to conduct professional reeducation programs for registered nurses displaced by restructuring within the health care delivery system. The bill would authorize the Board to charge a reasonable fee to recover the cost of the reeducation program. The bill also provides that registered nurses may not be denied the opportunity to participate in the program because of inability to pay. The agency estimates the cost of the reeducation program at $375.00 per participant for a one-week, 40-hour program. Assuming 1,000 participants the probable cost out of an account within the General Revenue Fund 001 would be $375,000 each year of the biennium. The bill authorizes but does not require the agency to charge fees to cover cost. For the purposes of this estimate it is assumed fees would be charged, however, if no fees were set by the Board there would be no gain to the General Revenue Fund.
