Saunders, Chair IN RE: House Bill No. 957 Committee on Land and Resource By: Turner, Bob Management House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 957 (Relating to the creation of a cause of action for an owner of land harmed by certain actions of a governmental entity.) this office has determined the following: The bill would waive sovereign immunity under certain circumstances and permit the State and other governmental entities to be sued for damages by a property owner. The bill provides that a governmental unit is liable to the owner of real property for an amount equal to the amount the property is reduced in value by a rule, ordinance, order, action, or designation that is adopted for the express purpose of reducing the value of any real property.
