In response to your request for a Fiscal Note on House Bill No.
1053 (Relating to funding for victims of family violence.;
Relating to funding for victims of family violence.; Relating to
funding for victims of family violence.) this office has
determined the following:

The bill directs the Department of Human Services to establish an
emergency assistance program to benefit victims of family
violence.  It requires the department to amend the Title IV-A
State plan to include family violence services.  The federal
government provides a 50/50 match rate for Title IV-A Emergency
Assistance funds. 

TDHS has leveraged all its general revenue for FY 94/95 to
maximize federal funding.  The amount of Title IV-A Emergency
Assistance federal funds in FY 96/97 would be dependent on the
amount of general revenue available to be used for the Family
Violence strategy.

The establishment of the emergency assistance program is
addressed by TPR initiative, HHS 18.     

Estimates below are dependent upon sufficient general revenue
being available draw federal match under Title IV-A and the
assumption that federal funds will not be capped.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:

The fiscal implication to  units of local government cannot be
determined.
