LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
74th Regular Session
April 18, 1995
TO: Honorable Allen Hightower, Chair IN RE: House Bill No. 1180
Committee on Corrections By: Turner,
House of Representatives Sylvester
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on House Bill No.
1180 (relating to providing employment services and other
information to persons formerly confined in the institutional
division or the state jail division of the Texas Department of
Criminal Justice) this office has determined the following:
This bill would require that local workforce development boards
establish workforce development centers to provide employment
services to former inmates of the institutional division or the
state jail division of the Texas Department of Criminal Justice
(TDCJ). The boards would be required to provide this service in
cooperation with Project RIO.
The bill would require the Texas Employment Commission (TEC)
adopt a memorandum of understanding with the Texas Commission on
Alcohol and Drug Abuse, the Texas Department of Housing and
Community Affairs, the Texas Veterans Commission, the Texas
Department of Human Services, The Texas Department of Commerce
and the Council on Workforce and Economic Competitiveness (TCWEC)
in order to coordinate information regarding which agency
services are available to former inmates of TDCJ. TEC would be
required to provide this service in cooperation with Project RIO.
No significant fiscal implication to the State or units of local
government is anticipated.
