LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 6, 1995 TO: Honorable Hugo Berlanga, Chair IN RE: House Bill No. 1231 Committee on Public Health By: Ramsay House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1231 (Relating to the screening program for abnormal spinal curvature.) this office has determined the following: This bill amends Section 37.001(b), Health and Safety Code by requiring the board, in cooperation with the Central Education Agency, to adopt rules for voluntary spinal screening of children in grades 6 and 9. This bill would repeal Section 37.002, Health and Safety Code which requires the screening of children for abnormal spine curvature. The department should realize cost savings in reduced training, travel and would no longer be required to provide nurses and support staff to conduct the screenings. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Savings Probable Savings Change in Year from General from GR Number of State Revenue Fund 001 Consolidated - Employees from Federal Funds 555 FY 1995 1996 $6,855 $9,139 (.3) 1997 6,855 9,139 (.3) 1998 6,855 9,139 (.3) 1999 6,855 9,139 (.3) 2000 6,855 9,139 (.3) Similar annual fiscal implications would continue as long as the provisions of the bill are in effect. No fiscal implication to units of local government is anticipated. Source: Department of Health, Central Education Agency - Administration LBB Staff: JK, AZ, JS, DF
