In response to your request for a Fiscal Note on House Bill No.
1313 (relating to the Texas Seafood-Linked Industries Research,
Educational, and Consumer Safety Program; making an
appropriation) this office has determined the following:

The bill would appropriate $450,000 from the General Revenue Fund
for the biennium beginning September 1, 1995 and would provide
the legal basis for future appropriation of funds to implement
the provisions of the bill.

The bill would establish the Texas Seafood-Linked Industries
Research, Educational and Consumer Safety Program at the Texas
A&M University Sea Grant Program.  The bill would establish an
advisory committee appointed by the Governor and including a
representative from the Texas Agricultural Extension Service and
the Texas Department of Health.  The bill would exempt this
committee from Article 6252-33, Revised Statutes.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:

       Similar annual fiscal implications would continue as long as the
