Oliveira, Chair IN RE: House Bill No. 1323 Committee on Economic Development By: Romo House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1323 (relating to the employment of children; providing a criminal penalty) this office has determined the following: The bill would amend Sections 51.014 and 51.031 of the Labor Code by adding the selling of items or services or the soliciting of donations one-half hour after sunset to one-half hour before sunrise to those occupations declared hazardous for children under 14 years of age. The hazardous declaration would not apply if the solicitation was done on behalf of an exempt organization as defined in the bill or if the child was accompanied by a parent, conservator, guardian or other person who has court ordered possession of the child.
