LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 5, 1995 TO: Honorable Bill Ratliff, Chair IN RE: House BillNo. 1336, Committee on Education as Senate engrossed Austin, Texas By: Rodriguez FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1336 (Relating to authorizing public junior colleges to offer courses for joint high school and junior college credit) this office has determined the following: The bill would partially implement the Texas Performance Review, Gaining Ground recommendation ED12. The bill would allow public community/junior colleges, by agreement with a school district, to offer courses for joint high school and junior college credit. The bill would allow junior colleges to waive the tuition for these students. The contact hours attributable to these courses would be included in formula funding for community colleges. It is assumed that the bill would not increase the number of courses taken at junior colleges but would allow students to take these courses earlier. Therefore, there would be no significant impact on the public community college funding through the formulas. Furthermore, it is assumed that the bill would not affect the distribution of public school state funding. The bill could impact the amount of local tuition generated at a community college because the affected students could receive a tuition waiver. The fiscal impact on the community college districts probably would not be significant. There could be a potential reduction in costs to the school districts, but the fiscal impact would not be significant.
