LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 12, 1995 TO: Honorable Bill Ratliff, Chair IN RE: House BillNo. 1337, Committee on Education as engrossed Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1337 (Relating to the provision by a public junior college of remedial programs for students enrolled in secondary schools in an independent school district in the junior college's service area) this office has determined the following: The bill would allow public junior college districts to contract with independent school districts in their service area to provide remedial programs for students enrolled in secondary schools in preparation for graduation and entrance to college. The bill would allow junior colleges to exempt these students from tuition. The contact hours attributable to these courses would be included in formula funding for community colleges. It is assumed that the bill would not increase the number of courses taken at junior colleges but would allow students to take these courses earlier. Therefore, there would be no significant impact on the public community college funding from the state through the formulas. The bill could impact the amount of local tuition generated at a community college because the affected students could receive a tuition waiver; however, the fiscal impact on the community college district would not be significant.
