LEGISLATIVE BUDGET BOARD

FISCAL NOTE
74th Regular Session
April 7, 1995
TO: Honorable Irma Rangel, Chair IN RE: House BillNo. 1338,
Committee on Higher Education as amended
House of Representatives By: Rodriguez
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on House Bill No.
1338 (Relating to testing and remedial education of a student
enrolled in a certificate program) this office has determined the
following:
The bill would exempt students in community/junior or technical
colleges enrolled in a certificate program of length one year or
less from the requirements of the Texas Academic Skills Program
(TASP).
Most students currently enrolled in certificate programs are not
required to participate in the TASP. It is estimated that the
exemption would affect 96 full-time equivalent students per year.
Estimates of savings are based on fewer students being required
to enroll in remedial course work.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:
Fiscal Probable Savings Probable Savings
Year to General to
Revenue Fund 001 Local Funds
1996 $142,080 $142,080
1997 142,080 142,080
1998 142,080 142,080
1999 142,080 142,080
2000 142,080 142,080
Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
