In response to your request for a Fiscal Note on House Bill No.
1338 (Relating to testing and remedial education of a student
enrolled in a certificate program) this office has determined the
following:

The bill would exempt students in community/junior or technical
colleges enrolled in a certificate program from the requirements
of the Texas Academic Skills Program (TASP). 

Most students currently enrolled in certificate programs are not
required to participate in the TASP.  It is estimated that the
exemption would affect 96 full-time equivalent students per year. 
Estimates of savings are based on fewer students being required
to enroll in remedial course work.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:
