LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session May 16, 1995 TO: Honorable Senator John T. Montford, IN RE: House BillNo. 1341, Chair as amended Committee on Finance By: Stiles Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1341 (Relating to the operation and funding of the Work and Family Policies Clearinghouse.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would authorize a local registrar who issues a certified copy of a birth certificate to charge an additional fee of $2.00 per certificate, as currently charged by the Bureau of Vital Statistics. A local registrar or county clerk who collects this fee would be required to remit $1.80 to the Comptroller for deposit into the Work and Family Policies Fund. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Out Probable Revenue Probable Revenue Year of GR Gain to GR Gain to Units of Consolidated - Consolidated - Local Government Work-Family Work-Family Policies Account Policies Account 147 147 1996 $540,000 $567,000 $63,000 1997 540,000 567,000 63,000 1998 540,000 567,000 63,000 1999 540,000 567,000 63,000 2000 540,000 567 63,000 Fiscal Change in Year Number of State Employees from FY 1995 1996 3.5 1997 3.5 1998 3.5 1999 3.5 2000 3.5 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect.
