Oliveira, Chair IN RE: House Bill No. 1341 Committee on Economic Development By: Stiles House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1341 (relating to the operation and funding of the Work and Family Policies Clearinghouse) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would amend the Texas Health and Safety Code, the Local Government Code and the Labor Code in order to increase funding and add a grant program to the Work and Family Policies Clearinghouse Program of the Texas Employment Commission. It would increase the level of program funding by establishing a $2 fee that a local registrar or county clerk may charge for a certified copy of a birth certificate. The bill would allow counties to keep $.20 of the fee for administrative costs and deposit the remaining $1.80 in the state treasury to the credit of the Work and Family Policies Fund. The funds would be used to establish a grant component within the Work and Family Policies Clearinghouse Program. The grants would provide funds to public and private persons to conduct demonstration dependent care projects.
